Board of Directors


Dr. Hasan Basri Göktan holds undergraduate degree in Engineering, Economics and Law as well as a PhD in Economics. He began his professional career in 1973 at Türkiye Şeker Fabrikaları A.Ş. and served as the Chairman of the Board of Directors and General Manager of Sugar Beet Cooperatives (Pankobirlik) from 1983 to 1993. Dr. Göktan concurrently served as General Manager of Sugar Beet Cooperatives and Chairman of the Board of Directors of Şekerbank T.A.Ş. and Konya Şeker Fabrikası A.Ş. from 1988 until 1993. Under his leadership, Konya Şeker Fabrikası A.Ş. was successfully privatized - a first in the Turkish sugar industry. Dr. Göktan also briefly served as the Chairman of the Board of Directors of Yüksel İnşaat A.Ş. alongside his role as General Manager of Şekerbank T.A.Ş. and the member of the Board of Directors of Türkiye Şeker Fabrikaları A.Ş. between 1993 and 2002. Dr. Göktan also served as General Manager and Chairman of the Board of Directors of Şekerbank T.A.Ş. from 2002 until 2007. On February 1, 2008, Dr. Göktan assumed the position of Chairman of the Boards of Directors of Şekerbank T.A.Ş. and its financial subsidiaries; in addition, he currently serves as the Executive Board of Directors Member of Şekerbank T.A.Ş.

Zhanadil graduated from Kazakhstan Institute of Management, Economics and Strategic Research, with a Bachelor degree in Business Administration and Accounting in 2006 and completed his Master degree in Accounting and Finance at the University of Manchester in 2009. Currently, he is completing the joint EMBA program at the Columbia University and London Business School. Zhanadil started his career as an Assosiate at PwC in 2006 and worked as Head of Internal Audit and Financial Controller at Samruk Kazyna Kazakhstan National Wealth Fund JSC between 2010 and 2016. Afterwards, he served as the CFO / co-CFO - member of the Management Board between 2017 and 2021 at Samruk Kazyna Kazakhstan National Wealth Fund JSC. Starting from April 2021 till August 2023 he acted as the Chief Investment Officer of Samruk Kazyna National Wealth Fund JSC, and lately was appointed as the CEO of Qazaq Green Power plc, portfolio company of Samruk Kazyna National Wealth Fund JSC. During his service at Samruk Kazyna National Wealth Fund JSC, Zhanadil acted as the Chairman of the Board of Directors at Tau-Ken JSC and Chairman of the Supervisory Board at Samruk Kazyna Invest LLP, Member of the Board of Directors at Kazakhstan Railways JSC, NAK Kazatomprom JSC and National Company Kazmunaygas. He was appointed as a Member of the Board of Directors of Şekerbank T.A.Ş. on April 30, 2021.

Having undergraduate degrees in both communications and business administration, Aybala Şimşek Galpin also holds a Masters of Business Administration degree from the Faculty of Business Administration at Istanbul Bilgi University and a masters level diploma in “Financial Strategy” from the University of Oxford’s Said Business School. Ms. Şimşek is also a graduate of the Harvard Business School’s General Management Program. Having started her career in the communications industry in 1999, Ms. Şimşek started her banking career in 2004 in the Bank’s Corporate Communications department, eventually becoming Head of Corporate Communications and Brand Management. During her tenure in such role, Ms. Şimşek initiated the Bank’s sustainable development banking activities while also played a pioneering role in the Bank’s inclusion of many international platforms in this area. She then led Türkiye’s first micro-finance project, before becoming the Group Head of Strategy as of 2013. In 2016, Ms. Şimşek was appointed as an Executive Vice President, with her areas of responsibility varying over the years to include Strategy, Digital Banking, Financial Institutions, Treasury, Corporate Communications, Sustainable Development Banking, Marketing and Risk Analytics and Human Resources. She served as the Executive Vice President of Strategy, Transformation and Financial Institutions until September 2023. Ms. Şimşek, who has been leading the Bank’s Digital Transformation Programme, is also a member of the Board of Directors of Şekerbank (Kıbrıs) Ltd. and Şeker Finansal Kiralama A.Ş.. She has been working as General Manager at Şekerbank T.A.Ş. since September 8, 2023.

Board Members

Mehmet Ayhan Altıntaş graduated from Hacettepe University, Department of Business Administration. He earned his Master’s degree from the University of Westminster and his Ph.D. degree in Accounting and Finance from Başkent University. Mr. Altıntaş began his professional career at the Board of Swornin Auditors of Banks under the Undersecretariat of Treasury and Foreign Trade. He served on the Board as Assistant Auditor, and later as Auditor for 10 years. Subsequently, he was President of Banking Administration under the Undersecretariat of Treasury; Counselor for Economic Affairs at the Turkish Embassy in London; Head of Finance Department at the Savings Deposit Insurance Fund (TMSF); Head of the Supervision Department at the Banking Regulation and Supervision Agency (BRSA); Head of the Research Department at BRSA; Head of the Risk Management Department at Ziraat Bankası A.Ş.; Director of Central Risk and Collateral Management Group at İstanbul Takas ve Saklama Bankası A.Ş. Mr. Altıntaş was elected Board Member of Şekerbank T.A.Ş. at the General Assembly meeting held in March 2018. He is also in charge of the Risk Management and Internal Control Systems as part of his role as a Board Member. Mehmet Ayhan Altıntaş is also an Independent Member of the Board of Directors of Şekerbank International Banking Unit Ltd.

Mr. Çetin Aydın is a graduate of Uludağ University, Faculty of Economics and Administrative Sciences, Department of Economics. He joined Şekerbank in 1988 as an Assistant Internal Auditor and has held several positions within the Bank. Mr. Aydın has served as Executive Vice President between the years 2005 and 2016. He has appointed as a Member of the Board of Directors at Şekerbank T.A.Ş. General Assembly held on March 2018. Çetin Aydın is also a Member of the Board of Directors of Şeker Faktoring A.Ş.

He graduated from Marmara University, Department of Public Administration. He started his career in Şekerbank in 1983 and served in various positions. Mr. Karakaş, who served as the Deputy General Manager of Şekerbank between 2006-2017, worked as the General Manager at Şeker Faktoring A.Ş. between 2017 and June 2020. He was elected as a member of Şekerbank’s Board of Directors in June 2020. Orhan Karakaş is also a Member of the Board of Directors of Şeker Yatırım Menkul Değerler A.Ş. Orhan Karakaş has been appointed as the Acting General Manager as of July 1, 2022 and served until 8 September, 2023.

Mr. Nariman Zharkinbayev graduated from T. Ryskulov Kazakh Economics University, with degrees in International Economy and International Relations. From 2002 to 2008, he has worked in various positions and companies in Kazakhstan and abroad including BTA Bank JSC, Alliance Bank JSC, GarantiBank International N.V., since May 2008 he joined BTA Bank JSC as Head of the Financial Institutions Department. Nariman Zharkinbayev was appointed as a Member of the Board of Directors of Şekerbank T.A.Ş. in November 2012 and as Acting General Manager of Şekerbank T.A.Ş. on April 27, 2020. Nariman Zharkinbayev worked as Acting General Manager until 30 June 2022. Nariman Zharkinbayev is also the Deputy Chairman of the Board of Şeker Faktoring A.Ş. and Member of the Board of the Directors of Şeker Finansal Kiralama A.Ş.

Almat Zhamiyev, graduated from the Faculty of Law of Al Farabi National University of Kazakhstan in 2001 (with honors). He holds Master of Laws (LL.M) degree in the same university. After working at ATF Bank JSC from 2003 to 2004, and at Transtelecom JSC from 2004 to 2005, he worked as a member of the Credit Committee and legal counsel at Kazkommertsbank JSC between 2005 and 2008. Since 2008, he has been working as the Head of Legal Department and Member of Investment and Strategic Committee at the Sovereign Wealth Fund Samruk-Kazyna JSC. In March 2017, he was appointed as a member of the Board of Directors of Şekerbank A.Ş.

Born in Van in 1967, Levend Torusdağ graduated from the Department of Mechanical Engineering of the Engineering Faculty in Erciyes University. He served duty at Türkiye Halk Bankası A.Ş. in the positions of Engineer, Principal Engineer, Department Manager, Branch Manager, Head of Department, Regional Coordinator and Deputy General Manager responsible for SME and Artisan Banking and retired on 19 October 2018. Having served duties as the Deputy Chairman of the Board of Directors at Halk Faktoring A.Ş., Chairman of the Board of Directors at Halkbank AD Skopje between the years of 2016 – 2018, Torusdağ has been elected to be the Member of the Board of Directors of Şekerbank T.A.Ş. in its General Assembly of the Bank held in June of 2020.

He graduated from Ankara University, Faculty of Political Sciences, Department of Business Administration in 1987. Starting his career as an Assistant Inspector at Yaşarbank A.Ş., Simit served as an Inspector, Assistant Manager, and Branch Manager. Between 1999 and 2007, he worked as Credits Manager and Branch Manager at Türkiye Finans Katılım Bankası A.Ş. Between 2007 and 2013, he served as a Member of the Board of Directors of T.C. Ziraat Bankası A.Ş., Türkiye Halk Bankası A.Ş., Kredi Garanti Fonu A.Ş., Arap Türk Bankası A.Ş. and affiliates of Ziraat and Halkbank at home and abroad. Simit who served as a Member of the Board of Directors at Türkiye Emlak Katılım Bankası A.Ş., Merkezi Kayıt Kuruluşu A.Ş., Sermaye Piyasası Lisanslama Sicil Eğitim Kuruluşu A.Ş., Şeker Finansal Kiralama A.Ş., Şeker Faktoring A.Ş. and Şeker Yatırım Menkul Değerler A.Ş. between 2013-2021, was elected as a Member of the Board of Directors of Şekerbank T.A.Ş. on March 31, 2021.

Prof. Dr. Turgay Berksoy was graduated from IITIA (now known as Marmara University), completed his master's degree at Boğaziçi University and his doctorate at Marmara University. Prof. Dr. Berksoy worked as lecturer at various universities in Turkey, and worked as guest lecturer at University of East Anglia School of Development Studies in UK.
Prof. Dr. Berksoy, served as the Chairman  of Public Finance Department at Faculty of Economics and the Chairman of the Finance Research Center Board at Marmara University. He served as advisor in some banks and worked as auditor in the Board of Directors  of Türkiye İş Bankası A.Ş. He was the member of Republic of Turkey Ministry of Finance Tax Reform Commission, the Union of Chambers and Commodity Exchanges of Turkey Private Specialization Commission, Güneş Hayat Sigorta A.Ş., Petkim A.Ş., Ataköy Otelcilik A.Ş., Türkiye Maritime Facilities Inc. and Tax Council of the Ministry of Finance of the Republic of Turkey. He served as an Independent Board Member in Anadolu Anonim Türk Sigorta Şirketi, Trakya Cam Sanayii A.Ş. and Türkiye Şişe ve Cam Fabrikaları A.Ş. in  Türkiye İş Bankası group, and as a Board Member in Paşabahçe Cam Sanayi ve Ticaret A.Ş.. Prof. Berksoy served as an Independent Board Member at Türkiye İş Bankası A.Ş. between 2014 and 2020. Prof. Dr. Berksoy has the title of chartered accountant and he is the Board Member at Şeker Sigorta A.Ş. and Şekerbank T.A.Ş. 

Executive Vice Presidents

Fahrettin Özcan graduated with a bachelor’s degree in Business Administration from the Faculty of Political Sciences at Ankara University in 1995. He started as an Assistant Internal Auditor. He worked as an Assistant Auditor, Authorized Assistant Auditor and Auditor between 1996 and 2000, then he worked as an operation assistant manager in Üsküdar and Kozyatağı branches, and as a commercial marketing assisstant manager in Üsküdar Branch. In 2005, he worked as Branch Manager in Üsküdar Branch, and then in Altunizade corporate and Güneşli corporate branches. In 2016, he became the Istanbul Anatolia Regional Manager, and later, with the organizational change in the regions, he was appointed as the Marmara Regional Manager. Özcan, who has been serving as the Chairman of the Board of Inspectors since April 2020, was appointed as Deputy Executive Vice President in September 2023. He also serves as the Deputy Chairman of the Board of Directors of the Şekerbank T.A.Ş. Employee Social Insurance Fund Foundation. As of 2024, he has been serving as Deputy General Manager responsible for Credit Management.

Mr. Hüseyin Üst graduated from Marmara University, Faculty of Economics and Administrative Sciences, at the Department of Finance. Mr. Üst started his career in Şekerbank as Assistant Specialist in 1995. After he served as Assistant Auditor and Senior Auditor between 1996 and 1999, he worked as a Marketing Manager, Branch Vice President and Regional Director.  Üst was appointed as Executive Vice President at Şekerbank T.A.Ş. in November 2017. He is a member of Board of Directors at Şeker Finansal Kiralama A.Ş. and Şekerbank T.A.Ş. Personeli Munzam Sosyal Güvenlik ve Yardımlaşma Vakfı. Hüseyin ÜST also serves as Chairman of Board of Directors at Şekerbank T.A.Ş. Employee Social Insurance Fund Foundation. As of 2024, he serves as Deputy General Manager responsible for SME Banking.

Graduation from Hacettepe University, Faculty of Economics and Administrative Sciences, Department of Economics (English) in 2004, Burak Latif Latifoğlu started his career as an Administrative Law Judge in 2005. Afterwards, he joined to the Banking Regulation and Supervision Agency (BRSA) and resigned from his position as under the title of Chief Sworn Bank Auditor in 2017, which he started in 2006 as a Certified Bank Auditor. Meanwhile, in Turkey and abroad in numerous banks and non-bank financial institutions has carried out audits and served as the Audit Group President and Vice Chairman in the years 2014-2017. Between October 2017 and September 2019, Latifoğlu served as the General Manager of Şeker Finansal Kiralama A.Ş. He was appointed as an Executive Vice President at Şekerbank T.A.Ş. in October 2019. Latifoğlu is a member of Şekerbank T.A.Ş. Employee Social Insurance Fund Foundation Boards of Directors, he is also Acting Chairman of Boards of Directors of Şeker Gayrimenkul Yatırım Ortaklığı A.Ş.

He was born in 1978. After graduating from Hacettepe University Computer Engineering Department, he started his career at Şeker Bilişim in 1999 as a Software Analyst. After continuing his career as a Software Analyst between 2002 - 2004 at Şekerbank, he was assigned as Project Manager at Şeker Bilişim between 2004 - 2007. After serving as The Software and Project Management Department Manager and the Group Head of Information Technology at Şekerbank since 2007, Mr. Mehmet Ak was appointed as Executive Vice President in November 2019. Ak, who served as a Member of the Board of Directors of Şeker Yatırım Menkul Değerler A.Ş. between 2021 and 2023, currently serves as a Member of the Board of Directors of Şeker Gayrimenkul Yatırım Ortaklığı A.Ş. and Tintech Bilgi Girişim ve Pazarlama Ticaret A.Ş.

Graduating from Gazi University, Faculty of Economics and Administrative Sciences, Department of Finance, Şükrü Tuğbay Kumoğlu started his banking career at Garanti Bank in 1999. Kumoğlu, who took on different duties in the branch, regional and head office organizations of the bank, assumed the position of Regional Director at Türk Ekonomi Bankası A.Ş. (TEB) in 2006. He was appointed to the position of Retail Banking Sales Director of the same bank in 2007, after serving as the Regional Director for one year. In addition to his position as Sales Director, Kumoğlu served as a Member of the Board of Directors responsible for the expansion of retail banking activities in TEB Sha Kosova between 2013 and 2018, and most recently, he served as TEB Retail Banking Sales and Call Center Group Director. Şükrü Tuğbay Kumoğlu was appointed as an Executive Vice President at Şekerbank Retail and Agriculture Banking in December 2019. Since July 2020 he has assumed the responsibility of A small- to mid-size enterprise Banking. Kumoğlu, who served as a Member of the Board of Directors in Kredi Garanti Fonu A.Ş. between 2021-2023, is serving as a Member of the Board of Directors in Kredi Kayıt Bürosu A.Ş. since 2020. As of 2024, he serves as Deputy General Manager responsible for Retail, Business and Agricultural Banking.


Ender Dilekçi, who completed his undergraduate education at Ankara University Faculty of Political Sciences, received his master's degree in Accounting and Auditing from Istanbul Bilgi University Social Sciences Institute. He started his career at Şekerbank as a Clerk in 1999 and after working as an Auditor between 2000 and 2003, he served as Financial Analysis Department Head, Branch Manager, Regional Credits Manager, Corporate Commercial Monitoring and Follow-up Department Head and Credit Management Group Head, respectively. Ender Dilekçi, who is also a Member of the Board of Directors of Şekerbank Cyprus Ltd, was appointed as Executive Vice President of Credits in March 2022. As of 2024, he continues to serve as Deputy General Manager responsible for Credit Monitoring and NPL Management. 


Fatma Nur Çetinel, who graduated from Middle East Technical University, Department of Economics in 2000, received a master's degree in International Money, Finance and Investment from Brunel University London. She started her banking career as an Assistant Specialist at Ziraat Bank Banking School in 2000, and worked in the fields of international capital markets, financial markets and investor relations in the following years. Fatma Nur Çetinel, who served as Head of the Financial Markets Department and Head of the Investor Relations Department at Ziraat Bank and as a Member of the Board of Directors at Ziraat Investment, joined our Bank as of October 2023 and serves as Deputy General Manager responsible for Treasury and Financial Institutions.
